Bad Ingame Fps Drop on HD7870 and i3 3220

Hey Guys,

I currently have a i3 3220 in my rig along with a HD7870 and 8gb of ram.

When I play games such as my favourite Farming Simulator 2013 I get horrible fps in the yards when there is a lot of equipment. I have a HD7870 2gb Ghz Edition from Sapphire with all updated drivers and I go from around 60fps down to say 30fps with equipment which I deem unplayable.
My motherboard is a AsRock H61M-DGS Which I have heard is not the best and might be limiting the HD 7870. When I Mafia 2, I also get hideous stuttering which feels like low fps but with Fraps open I am at at least 60fps at all times. What I was wondering is what is causing this problem and what can I do to fix it so I get 56-60fps most of the time and eliminate this "Stuttering" in Mafia 2 which is really annoying when playing. Am I best getting a new processor and motherboard, If so which is the best cpu for around £140-160 and also what is a good motherboard for gaming, or am I best going and getting a i5 and a GTX770 or R9 280x and carrying on. Also to note my ram came from a Lenovo OEM Desktop which was only 4 months old, could this have something to do with it?. Please help guys so I know what to buy?

This is also apparent in all my other games, especially in Far Cry 3 when I drop to say 35 fps at some points even in 720p on High, No AA or MSAA etc.
