Recently I checked my i7 3770 temperatures and they were 50c on idle and went up to 90c when playing Battlefield 4. So I wen't out and bought a Cooler Master Hyper 212 EVO, and while it's quieter it's only slightly cooler. So I'm not sure what the problem is, I do have underfloor heating and my PC is on the floor but when I felt underneath my computer it was quite cool.

Are you using a stock heat sink cooler before? Hitting 90°C with that is fairly normal. It's really recommended to get an aftermarket CPU cooler. Also, make sure that you applied the thermal paste properly.

Check the temperature of the air intake if you can. The temperature of the floor doesn't matter; what matters is the room temperature. If it's around 35°C or higher - it serves as an additional factor for your system heat.

Yes I mentioned that I'm using a Cooler Master Hyper 212 EVO and my ambient temperature is 20c.
