"No keyboard detected" when trying to launch Bios

I just put this Pc together and I started up the pc but I can not get into Bios.
I tried all Usb ports, there is power going to the keyboard because I see it charging as I plug it in but it wont get recognized by the motherboard.
Is there a switch of turning the usb ports on/off on this MB?
Motherboard I am using is Asus maximus extreme and the keyboard is Logitech K800

okay I think now I managed to connect it to the MB because it says

"USB total devices: 0 Drive, 1 keyboard, 1 mouse, 3 hubs"

But when I press f1, it wont start up Bios.

I have 2 wireless keyboard connected at the same time. it is definitely picking up the signal from one of them but it wont go in bios with the key f1 from netiher

Thats one thing I was wondering.
is the radiator supposed to be where the fans are?
also are the fans sitting on top of the radiator suppose to blow in or out of the case?

So in that case, how I have it setup is perfect than.
are you sure the PSU is upside down?
would it be a problem this way?
 
There is a grate on the bottom of the case for it to suck in cool air from outside the bottom of the case. It is SUPPOSED to be that way. You have it installed incorrectly. See how the cables come out from the far side of the PSU, away form the motherboard? They are supposed out come out close to it for better cable management.
