what are the hardware main component to use to play on 4k with 60+ fps
like
GPU, CPU and motherboard ?

my budget is 4000$ (maximum), I cannot pay more than this to build a high performance PC.
are the components available in the market todays ? or I have to wait for new release ?

Why Windows 7 Ultimate for $187? Windows 8 is a better choice as it gives higher performance, but if Windows 7 is chosen it should be Premium, not Ultimate.

Also, this will work only if the $4000 doesn't include a display, seeing as what you posted plus a 4k monitor would be over $4000.

OP - Personally I'd wait until next generation cards come out. 4k is still very new, and some monitors that are 4k can only do 30hz/30fps at that resolution. A good one is at least $1000. While two 780ti's will produce playable results at 4k, I know the next series of cards will much better for less money. I've also heard that AMD's cards handle 4k better due to their architecture and VRAM, but I'd double check on that as I could be wrong.

Its Will be playable but don't expect 60+fps on ultra till you add 2 more 290x's and a big custom water loop(or 2) to cool them.
