I have 2 programs that monitor my CPU temp. CPU Z says my computer is it 45c to 55c idle temp and my Asrock A-tuning says it at 30c idle. But I think my Asrock A-tuning is right because I have a Asrock motherboard but I don't know which program to believe?

Some programs base CPU temperature on the heat of the socket, some on the actual CPU itself.

See which program matches CoreTemp's readings, and that is likely the program you want to rest your peace of mind on :)

Yep check a few independent monitoring tools like CoreTemp mentioned above, Real Temp, HWMonitor, they will very based upon the lag they use...also the Rock's ATuning software (as with most mobo utilities from the manufacturer, are generic software programs not tuned to the individual mobo, so it can often be off, check for any updates as well as checking that the BIOS is up to date ;)
