transfer rates between inter drives too slow

I have an asus rog gt750
specs are:
intel i7 4700hq@2.4mhz
seagate momentus HDD 5400 750gb (x2)
and 16gb ddr3 ram

the os and and another drive are in one physical drive while transfering from downloads, which is in the os drive, to the other dirve the data transfer rates are barely around 35-40mbps
wheras when i transfer from downloads to another physical internal hard drive the speed reaches 70-100 mbps
is thr any reason for this do i have to change any settings?
pls help i bought this laptop one month ago only.

Yes, that may well be faster.

Drive 1 = 2 partitions, C & D
Drive 2 = 1 partition, E

Transferring data from C to D means the same drive heads are reading and writing.
Transferring from C to E means the heads on C are merely reading, and the heads on E are merely writing.

Is thr anythin I can do to speed it up? Even between 2 physical drives the speed is only 70-100 tht is not fast enough coz the rates usually are much faster around 140-160 I guess...
