Sorry about my bad english,

i'd like to buy a Corsair Builder Series CX 600 power supply. Can i put this PSU on top of the case?

A case is a matter of convenience to keep all the pc parts together. You actually do not need a case as in 'bread boarding' and most test benches, so yes, you can put a psu on top of the case, as long as the fan has access to air, and not 'face-down' blocking airflow
