PSU fan is the loudest component in my system when gaming!

Hello, I'm back here again regarding a psu i bought a few months back.
I'm using a XFX Proseries 850w, for supporting two r9 290's in the future, right now I'm just using one.

I do like the performance of this psu and it did a lot better than my previous corsair cx 600. However... The fan on the PSU is VERY loud when I put load on the system, primarly the GPU since an r9 290 will pull a little over 200w when gaming. I've checked every fan and I know it's the PSU as I can even hear it clearly, It's a lot louder than the rest of the system. I've also tried letting the PSU blowing air into the case instead of out. By mounting it differently.

I've mounted the psu in the bottom of my fractal design define R4 with the psu blowing air downwards. (out of the pc. Didn't know psu's blew air out of themselves instead of taking air in.)
So I need to know:

Is this just a bad fan or is it supposted to go this fast? I Know that psu's generally shouldn't be to loud, atleast not the loudest component in the system. I may consider replacing it since I want a quiet system.

Specs:
FX-8350 @4.75Ghz @1.45v
R9 290 windforce @1150mhz/1350mhz
GA-990FXA-UD3
Corsair CL9 1600mhz 8gb
XFX Proseries 850w bronze+ certified at 85%
CPU cooler: Corsair H80i

This is not normal, I would chalk it up to getting a cruddy supply since the reviews on that unit seem overwhelmingly positive. In my experience, graphics cards are almost always the loudest component... And the new consoles caused me to build a lot of PC's recently :(

Perhaps you should replace it... Or you could try peeking inside the PSU and seeing what kind of fan connector it uses (likely 4 pin akin to your CPUFAN header) and replacing it with this Power Supply Replacement fan:

My dad will most likely not allow me to open my psu as I know there are health risks. But I'll see if i can get a refund or something. A PSU this loud doesn't sound right for XFX as I know Seasonic makes their parts.

+1 RMA it, and +1 for your Dad also, can unplug those and leave them sit and go in days later and still get bit, it's not something I would suggest to anyone unless I knew they were familiar with the guts of PSUs, the CRT monitors were the same, saw many people shock themselves silly going into those, not a big deal if you know what your doing but most folks have no idea of what all is there

One question, why is my psu exhausting air via the fan and not taking air in. The back of the psu where the power connector is connected, air is being taken in passivly.
