2 master hard drives

Is it possible to have two MASTER hard drives in one computer, only one will need to be plugged in at a time. both hard drives will have windows 7 with a different license number. In case your wondering, My wife has an extraordinary number of programs she needs installed. This will be on a new build with asus motherboard, no uefi.
 
Solution
There is no such thing as master/slave on sata. I'm assuming sata since you said new build and ide has been phased out for over 5 years now. You don't even need to take the other hdd out. All you have to do is just change the boot order.
