Could My CPU Temps Lead to Performance Issues?

Hello,
I've noticed more than a few times when gaming, that my framerate would spike down to around 10-15 fps, and I would hear a sputtering sound from my computer. After about 10 seconds my fps would jump right back up to normal, and the sound would stop. This random spike has happened more then a few times, and even on games that aren't particularly performance intensive.
I've noticed that my CPU (AMD FX-8350) temperatures get pretty damn hot when playing. Averaging in the mid 70 degrees (Celsius). Is that healthy? If not, could that be the culprit to my sub-par performance?
I'm running EnhanceMySe7en to display temperatures.

My rig: AMD FX-8350 4.0ghz, GTX 770, 16gb RAM

Time for a new cooler try a TX3 or a Hyper 212. Don't get a evo version even though people say "for 6 dollars more why not just get a evo"

And yea temps make fps go down if power save is on because it drops its core speed and voltage for less heat
