Three PCIe 3 x 16 slots, are all three designed to run at full capacity at the same time

my new build will consist of a Asus sabertooth motherboard with three slots, each slot listed as PCIe (3) x16. would I be able to run all three slots at full capacity at the same time without it slowing down. also intel's Haswell 3.5 gigahertz processor only supports memory up to 1600 gigahertz, the Asus supports a minimum 2300. if all else is OK what kind of problems are ahead with a set up like this.

If all the PCI-E slots are marked as x 16, then you would be able to run those slots at full capacity. No problem.

There is a minimal speed difference with 2300 and 1600MHz RAM, so don't worry about speed or performance, use 1600MHz, and you will be fine.
