Possible microstutter that looks like FPS drop.

I recently upgraded from a faulty fx 8350 to an i7 4770k, of course getting a new motherboard as well, the MSI Z87-G45 Gaming. I haven't reinstalled Windows 'yet', and every now and again it asked me to activate it and it ignores my Windows 8 key since it is 8.1. How do I fix that?
However, the main issue is that I get this weird, subtle thing which looks like the frame rate dropping just below 60fps, but Fraps tells me it was still 80-100fps. That was on Battlefield 3. I think it could be microstutter, but it's very brief so it's hard to tell. It is only noticable when turning or walking sideways. This is more present in demanding games; it is very apparent in Battlefield while completely absent in Team Fortress.
I have tried:
Reinstalling driver and rolling back to 334.
Enabling/disabling Vsync. Still need to try adaptive.
Setting RAM frequency to 1600Mhz in BIOS. For some reason when I ran 3DMark for my new components it showed it as 900Mhz, and it should be at 1600. I'm still not completely sure that I've corrected it, how can I make sure?
Perhaps I have forgotten some drivers... I got them all of the mono site and not Intel; one of them was a chipset driver.

I would also like to add that my i7 has maxed out at 76C (18-30C idle) according to HWMonitor, with stock cooler and no overclock. Is that normal?? :)

Most people probably wouldn't even notice this!
