Geforce GTS 250 Blurry screen

Hi all, so I sold my old parts (dual core cpu,mb and ram) and it worked fine when I took it out.
So my one friend buys the parts form me and I installed it.When Windows installation completed I noticed the whole desktop is very blurry, like very.So I installed Nvidia drivers and all but still no luck. The gpu only has 2 dvi and his screen only an vga so he uses a dvi to vga converter. He has an AOC monitor I think 19" or 20", he said the gpu was a bit blurry before the new parts but horrible now.The one dvi port doesn't work so that is a bit suspicious. So is it the parts or the gpu?
Thanks.

  1. He needs to set the resolution to the native resolution of the monitor.

    How should he do that?

Right-click on the desktop where there isn't an icon and select screen resolution.

Yes but I have tried every single screen resolution, still blurring.
  5. Is it possible that the gpu could be under powered, he has an Gigabyte GE-N400A-C2?
  6. Normal total power draw under load in a system with that card is about 250W, so he should be ok.

I fixed the problem today, at first there was no Display Adapters in the device manger (weird),I tried installing older drivers (failed at Graphics Driver), so I re installed Windows 7 and whoola! Everything worked, no more blur and I could install drivers.
