Geforce GTS 250 Blurry screen

Hi all, so I sold my old parts (dual core cpu,mb and ram) and it worked fine when I took it out.
So my one friend buys the parts form me and I installed it.When Windows installation completed I noticed the whole desktop is very blurry, like very.So I installed Nvidia drivers and all but still no luck.The gpu only has 2 dvi and his screen only an vga so he uses a dvi to vga converter.He has an AOC monitor I think 19" or 20", he said the gpu was a bit blurry before the new parts but horrible now.The one dvi port doesn't work so that is a bit suspicious.So is it the parts or the gpu?

He needs to set the resolution to the native resolution of the monitor.

Right-click on the desktop where there isn't an icon and select screen resolution.

Yes but I have tried every single screen resolution, still blurring.

Is it possible that the gpu could be under powered, he has an Gigabyte GE-N400A-C2?

Normal total power draw under load in a system with that card is about 250W, so he should be ok.

I fixed the problem today, at first there was no Display Adapters in the device manger (weird),I tried installing older drivers (failed at Graphics Driver), so I re installed Windows 7 and whoola! Everything worked, no more blur and I could install drivers.
