I have heard many bad things about this card (and a few good)

For instance look at the reviews on newegg: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

This card is going for less than any other manufactorer of this card.

Opinions on it?

The dual-x cards are very good for your price, and offer nice cooling, however compared to say a ASUS direct CU II it's dwarfed. A sapphire Vapour-X or Toxic on the other hand are some of the best AMD coolers you can get. Also they usually come pre overclocked a bit

Well they might not be up to standards other cards set in terms of noise and performance so it might be rated down compared to other coolers, but I assure it's fine for most gamers, even with a little bit of overclocking

User reviews should be taken with a grain of salt.
Thing is, when things work, less than 10% of people post reviews. But when they don't, that number is much higher. Still, if you don't feel confident in getting that card, get the VaporX version. 20 bucks higher isn't too much in my opinion.

Why are you guys just waiting for best answers? Those badges don't really matter that much. It's not really necessary that a guy with a badge knows more than one without.

How is powercolor as a brand?

Not very good. Sapphire is much better.
Powercolor cards run hot, even the low end ones like the HD7750.
