My question is do you need a sound card if you are going to use speakers and a headset to make them work, is a sound card required?

No. The sound chip is on the motherboard and is good enough for most users.

Practically all consumer-level motherboards over the past ~12 years have built-in sound of some sort. If yours is good enough for your needs/taste, you can use that.

The majority of Motherboards come with a built in sound device. Usually from Realtek. These Onboard sound cards are perfectly adequate for the majority of people using either Speakers or headphones.

The only reason to buy a sound card is if you're looking for some specific output ports that the onboard audio doesn't have or something else the sound card has that onboard audio doesn't.
