You can get a lot more for your money by self building, but it isn't for everyone. Personally, I feel that the biggest advantage of the self build isn't so much the cost saving (you can argue that against the "work" you have to put in) but that you get to pick individual parts rather than be forced to chose a mismatch or from a limited selection.

More information would actually be useful if you want a decent recommend (on parts or a system) otherwise we are just speculating.
Firstly, your "1080P 60fps" goal is kinda meaningless. Every game is different, and all have scalable settings which mean you can make most solid graphics cards hit a 60fps average in most games. Also, most people will happily settle for a lower framerate (down to 40s/30s) to keep detail levels high. If you want to achieve a 60fps average on high end modern games with every setting maxxed out, then you are talking about an entirely different level of performance. The types of games you are talking about would certainly help in giving an indication of performance.
The easiest thing is really just to ignore that statement and suggest "the best" gaming machine for your budget, but it'd be useful to know what that has to include. It presumably includes an OS, but things like a monitor and peripherals can add significantly to the cost.
