laggy games and fps drop

Hey, when im playing games like bf4, wow, titanfall i got some laggy moments. an example on it : when im playing wow and turning my character around it just become laggy.. and here is a guy that got the same specs as me : https://www.youtube.com/watch?v=kpNHbW6D3Qk without any lagg..... wtf is happening? just bought the gpu and cpu..

specs
xfx r9 280x
amd fx 6300
corsair tx750W
seagate momentus 7200 rpm
gigabyte GA-970A-UD3
corsair 8gb RAM

should i change my heatsink? the gpu is on normal temps and the cpu is also on normal temps..
its laggy on low settings to...

i just reinstalled my pc and format everything, my second hardrive is a seagate 2tb.. the problem was also before i reinstalled..

there was no error on the disks so whatelse?
