CPU Overheats and fan speeds over 4000 RPMs while in the Bios

I went into my Bios on My HP P7-1234 Computer.
I was in the Bios for only a couple minutes. and the fan began to speed up very fast. I checked the fan speeds and they were over 4000 RPMs, and so I know that the cpu was overheating. Once I backed out of the Bios the fan speeds slowed down, and as I got into windows the temp was over 140 degrees. What can cause this?

The cpu while in Windows was reading 140F ( after I backed out of the bios and booted into windows, takes about 45 sec - 1min )
Bios doesn't show temp, only fan speeds and the fans were quite loud when I read the fan speeds in the bios. Enough to make me panic quick. My brothers xbox doesn't get that loud, and its very old and still dusty. About using more than one temp monitor I use speed fan to bring down the speed up the case fan as I changed it. the original case fan was going way too high, and the newer one was way too low, so I sped it up from 600 rpm to 1000. I haven't ran speedfan since, and I use HW Monitor to check overall temps. I was curious if it could need a bios update. Ive had this computer since I early 2012

I did recently re apply thermal paste ( removed the old paste and added new paste ) The cpu doesn't overheat while I am in windows or even playing a high end game it stays at 120 min - 130F max, while on idle it stays about 93F , but while in the bios for those 2 mins it began to overheat really fast.
