I need everything besides headphones. A full PC, keyboard, mouse, monitor, WiFi adapter, os, and I would prefer it to be able to play new games on medium to high settings. Also, would steamos work, could I download non steam games to it? Any help would be awesome, thanks

There you go. You could remove the operating system and use Steam OS should you so choose, or you could get a worse graphics card. You should spend more money on the keyboard and mouse, but those are what fit in your supposed budget. If you have a TV, you should use it as your monitor to shave cost - if that bothers you, then you can save up and buy a monitor later.

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i3-4130 3.4GHz Dual-Core Processor ($118.97 @ OutletPC)
Motherboard: ASRock H87M Pro4 Micro ATX LGA1150 Motherboard ($79.99 @ Micro Center)
Memory: Corsair XMS3 8GB (2 x 4GB) DDR3-1333 Memory ($62.99 @ Newegg)...
1) Steam OS would work fine, but you have to bear in mind that it's linux. That means that a lot of windows games won't run, and a lot of the programs you're used to (office, chrome) won't run. There are plentiful alternatives to these guys, but linux also isn't as "plug and play" as windows is.

2) Take out the keyboard, mouse, monitor, and wifi (which is a horrible idea and if you can get a wired connection, you should do it), and you're talking a $600 gaming rig... that runs things on medium to high settings... and is small form factor, which is usually a bit more pricy. I'll see what I can do, but know that you're asking a heck of a lot.

Darksable has the right idea, but since that is over you budget, here is just a little price trimming at no cost of performance.
