Shutting down screen shutdown for a long time before turning off

so here's the "problem" when I press the shutdown button it turns off too slow (im using a Samsung 840 PRO,4670K CPU,Z87 mobo) so what can I do to alleviate it?

my OS is a Windows 7 Ultimate 64 BIT

no issues whatsoever really wish someone in the know would post how to fix this hiccup...

forgot to mention I have 16GBs of RAM (2x8)

and whenever I shutdown the PC it takes me literally around 2-5 mins to shutdown...

maybe the power outages in our place is a factor in this?
if so does that mean my SSD is now immediately defective?
or ???
the case is also a bit dusty actually (for no good reason it gathers dust faster you can spell "dust" maybe its a factor?
I am now deathly concerned if this will be OK in the long run...
