What could be causing this connection issue?

Hey everyone! My friend is having some issues with her computer. I'll go ahead and tell you the specs, then get to the problem!

Motherboard : MSI 970A-G46 AM3+ AMD 970 + SB950 SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS
CPU : AMD Athlon II X2 260 @ 3.2GHz
RAM : G.SKILL Ripjaws Series 4GB
PSU : Antec 550Watt Bronze
GPU : Radeon HD 7770 GHz Edition

Okay, so she enjoys to play games and recently she had so many connection issues with dropped internet and such, but I installed a dedicated wireless card instead of her using a USB adapter that had so many issues with staying connected. But, she likes playing Skyrim and being on Skype to talk to me as well. I know many people don't care much for Skype, or at least to my understanding. But her processor is weak and when she plays Skyrim, her connection starts to just go crazy and become bad. Is this still the internet or could this be something to do with the processor since it is very weak for gaming and needs an upgrade. I'm wanting to upgrade her to a FX-6300 so it wont bottleneck the GPU anymore and she'll get the maximum performance she can out of the card. So any thoughts of what could be going wrong? Is it still her connection? I'm not exactly sure what her internet speeds are, but she has a roommate who plays games online and he has no issues what-so-ever with the same connection. So any help?

few things that jump out to me is one she running the pc on a low amount of ram. with 4g her games and aps dont have any extra head room. if she starts to run out off free ram her rig going to do some crazy stuff when it starts using the hard drive as a swap file. adding a better cpu will help her rig. few things also to check is make sure before you swap the cpu update the motherboard bios and amd chipset drivers.
