i currently have intex 500 w smps can it run gtx 750?or i should buy corsair 450 w smps and radeon r7 250x?is there much performance diffrence between radeon r7 250x and gtx 750?

Your 750 is a pretty good choice but always and you won't need to worry about the PSU as the 750 draws power from the PCI express and so is very power efficient,thanks to its maxwell architecture from nvidia
the 750 if using the reference one takes nothing from the 12v rail as it does not have an external power connector

The GPU takes 75W from the PCIe slot which gets its power from the +12V rail.
The PSU he has could be extremely cheap. Those PSUs are meant for non-GPU systems.
