can't get to hard reset

i searched high and low, i did recover and it did not fix my problem (out of topic). My App screen is freezing upon logging in, also no shift +F8 brought up the rebuild screen, so i decided to do hard reset. i followed every step from online: right hand tab, setting, Change PC setting and it supposed to bring me to General tab so i can do complete reinstall (not a recovery) but when i click change PC settings the tab sits for 20 sec and hids back without opening. Searching right tab also takes minutes to load, what gives? any other way to do a hard reset besides Windows suggestion

Hold down Shift Key
Select Restart
Should lead to Troubleshoot then Advanced Options where you can perform...

Solution

Need to boot from a Recovery/Installation disk/drive. If you don't have, borrow one from a friend or use another Win 8 PC to create Recovery Media. (Favourite is small USB pendrive, type 'Create' at the Start Screen and choose Recovery Drive. Don't opt for copy Recovery Partition unless the PC is exactly the same as yours!)

 

Can you get into Command Prompt (Admin)?
If so...
First try System File Checker
Winkey plus 'X'
Choose Command Prompt (Admin)
Type sfc /scannow then Enter

It finds and fixes errors in Windows, but doesn't always report them. Run it and see if the fault disappears after re-booting your system
If corrupt files are found that can’t be fixed, try

Dism /Online /Cleanup-Image /RestoreHealth (Observe spaces before /)

Re-run SFC

To view CBS Log

findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >sfcdetails.txt

Search C drive for sfcdetails.txt or navigate to C:\Windows\System32 and scroll down

dodger46 thank you, you pointed in right direction. Ctrl+Alt+del brings typical Task Manager, Change User, etc. in lower right corner Power button. it only screen that did not freeze up. I hold Shift and selected Restart, which brought up rebuild blue screen and took it from there.
