Is my Hard Disk Dead?

I thought hard disks usually showed signs before failing, however, mine (250 GB Seagate) was 99 percent perfect before it failed.

Had 2 disks.
Seagate 250gb with all my files and
Seagate 1TB fairly new with hardly anything BUT HAD THE OS.

One day I come home to see my mom using the pc. when she left I opened MY Comp to find that the old disk's partitions were missing.

I restarted but the pc never booted up as long as that disk is connected (it spins though).

It just doesnt allow the pc to boot up when its connected.

Hi,

It seems that a power surge may have cause your drive to fail. And possibly a shorted protection diode on the drive's PCB might be causing your system unable to boot while that drive is connected to your PC. A possible PCB replacement or a DIY repair on the PCB might bring back your drive to work for you to recover your files.

Can you tell a bit more elaborately on how that could have happened? :??:
But if the pcb is damaged how is the disk still able to spin up? Oh and if I remember well there is also a periodic scratchy sound that comes whenever it is connected I think....

Anyway, How do I change the pcb as you suggest?
