Prizes for hardware is pretty much the same in europe so you could just use the german version and ignore any special offers. Then it would still give you a build cost euros.
Im not 100% about the prizes being the same though you could always compare a french and a german site to make sure.
I don't think anyone made a specific site for french people to make builds unfortunately.
