When you first turn on the PC, go into your resource monitor and see if anything is tapping out your proc/mem or SDD/HDD. Often you will find it's a anti-virus software like Norton that does a scan on first launch of that calendar day. I wouldn't suspect your discreet card, but the amount of RAM you have can be low for many of today's games as well. First step is documenting what processes are tappin your system out. From there you will be able to better troubleshoot whats lagging the system.

CTRL-ALT-DEL
Task Manager
Processes Tab

Hmm that's a little warm, but not too bad, I don't think it's enough for your processor to down-clock because of heat. Just be sure to check if and see if you have a ton of start-up programs loading in; if you do, consider removing some using msconfig.

Hope it Helps!
