I've got a Dell T5600 and I'm stuck with a (proprietary) 825W power supply that plugs into a power-distribution-board. The board only has one available 8pin PCIE output available. I want to install a GTX 680 Classifed 4GB GPU which requires two 8pin PCIE for power. Is it safe to use the single 8pin I have, along with using a dual-SATA to 8pin PCIE connection? How much wattage / amps can I safely get from the dual-SATA to 8pin PCIE connection?

Solution
The first thing you should do is investigate the namplate ratings on the '825W' PSU. The GTX 680 is a 195W card: http://www.hwcompare.com/12344/geforce-gtx-680/
That means it will draw 16.25 amps from the +12V rail(s). More at momentary peaks. Be sure your PSU has sufficient capacity on the +12V rail(s) to handle both the wattage and the amperage.

I'm not sure what you mean by a dual SATA, but if the PSU is sufficient, this is what I would recommend for splitting the single 8 pin PCIe connector.

But be aware... if the PSU only came with a single 8 pin (150W) connector, it may only be marginal for that class of card. A 'true' 850W PSU would have several 6/8 pin PCIe connectors.

I know that this has been answered and everything but I just wanted to point out that the reason why the T5600 with a 825 watt PSU only has one 8-pin on the power distribution board is due to the fact that it has to be able to handle a second CPU . Instead of having more PCIe power connectors, Dell had to add a second CPU 8-pin EPS. I was able to run a GPU with a 6-pin and 8-pin by purchasing an 8-pin EPS to 8-pin PCIe adapter
