No power to new build

Hello, I have recently put together a new build and I can't get the computer to POST. I noticed that the cpu fan spins for a half second when power cable is plugged in but nothing happens after that point. Here are my specs:

MSI A78M-E45 FM2+ Motherboard
CORSAIR CX series CX500 500W PSU
AMD A10-6800K APU
Crucial Ballistix Sport 8GB 240-Pin DDR3 SDRAM
Rosewill FBM-02 Micro ATX Mini Case
Seagate 1Tb HD

I ran the paper clip test and was able to get one of my fans to spin, but still cannot get the computer to POST. Here is what I have tried:

1. Made sure 24 pin and 4 pin cpu power supply were connected to Motherboard
2. Reseated RAM
3. Determined power button connectors were in correct pins on MOBO
4. Double checked cpu to make sure pins were not damaged and seating was correct.
5. Reset CMOS
6. Made sure standoffs were secure and mobo not touching metal

The paper clip test did work, but can it be possible that i am getting enough power to run a fan but not enough to power the whole motherboard?

I am trying to get my hands on a known functional PSU to see if that works, and will be breadboarding tonight. Just wanted to see if there is anything else I can add to the list to try in the meantime.

Thanks for your help guys. I got a hold of a multimeter and wasn't getting anywhere near the voltage that was supposed to be going through the wires. I am going to RMA this psu today.
