i think he meant to say was the windows store
not the pc version 
since gta san andreas was ported to windows store and it is remastered too the graphics looks like from android version and no the windows store version don't have cheats how could windows 7 can have a windows store
and if you wan't it you need to use windows 8 or 8.1 in windows store to buy it search grand theft auto not gta in windows store in order to buy it
