Java games rapidly raise up in cpu usage and cause extreme fps lag.

I've had this problem and no one who I have asked actually knew of this problem that well, or couldn't fix it. When I open java it rapidly rises in cpu usage, and the memory will go up to a million. I cannot enjoy gaming with this problem, and it has bothered me for half a year now. I tried changing the priority to low and very low which did nothing(It did but for only about a week), I changed my power plan which did nothing, and I have re-installed my game AND Java countless times which did nothing. I am all out of solutions, and I am not sure what is wrong.

My computer specs:
OS: Windows 7 premium 64-bit (6. 1, Build 7601)
System model: Inspiron N5050
Processor Intel(R) Core(TM) i3-2370M CPU @ 2.40GHz (4 CPUs), ~2.4GHz
Memory: 4096MB RAM
 
There is not a lot you can do. Java is a very poor language to program games in.very resource heavy and inefficient.

Minecraft would do something similar on my rig and start eating through resources for no reason after about half an hour regardless of how much stuff I built or explored.

Java won't work well on any game like Minecraft, Warframe, Spiral knights. I can't play with this problem at all, so I really need help on how to fix it. The frames will drop every 3 seconds too. I recently got this problem near the end of last year, and it will stop bothering me for a week at most then come back.
Before this java would go up to 200,000 memory at most, and would only have fps lag if my computer was running with lots of background programs, and even then it wasn't that bad since my buttons would still register.

May I ask a question?Mine also have problems too.When I open a google,Its start to raise up the CPU usage and ram and when I watched some video it will raise up badly to 30%-60% CPU usage,40-60% RAM. My processors is Intel(R) Core(TM)2 Quad CPU Q8300 @2.50GHz
2.50GHz,RAM 2GB DDR2,32-bit Operating system.But sometime I format to 64-bit,what's the different?
