I need some serious help. I do not want to break my companies bank on a desktop that I'll use for graphic design and web development. I have picked this: http://pcpartpicker.com/p/3rJxh but need some suggestions on how to get the price down. I do not want the machine to struggle when working in CS6, slight video editing, web design and development, ect. Any suggestions would be greatly appreciated.

You don't need a Z87 chipset motherboard with a CPU that can't be overclocked. Something like this saves some money.

You've already cut about as many corners as you can. The only other thing I can recommend is to ditch the GPU and just use the integrated GPU if you really have to get the price under $500.

So what exactly is key for a graphic design computer. I know memory is one of the more important, but I thought a good graphic card was also. I'll drop the motherboard down to an Asus equivalent, partial to their products and customer service. Maybe even tone down the CPU some.

This Asus motherboard saves you some money.

Motherboard: Asus H87-PLUS ATX LGA1150 Motherboard ($100.00 @ NCIX US)

You just need to make sure your software can utilize whatever GPU you go with for acceleration. CS6 can use the HD 4600 GPU integrated into the i5-4430 according to their documentation.

I wouldn't go lower than an i5 CPU.

Do you think my CPU is a little overkill? I don't want to go anything less then i-5, but is the 4440 too much?

No, I wouldn't say the i5-4440 is overkill for your intended use. The lowest-end i5 CPU is the 4430 which is only $8 cheaper than the 4440. I guess you could go with the i5-4430 to save the $8.
