only specs you should need to know:

motherboard: M5A99FX PRO R2.0
Ram : G.SKILL Ripjaws 16GB DDR3 2133MHz CL10 Dual Channel Kit (F3-2133C10D-16GXM)
(if you want the rest just ask :)

So I recently bought new ram. and looking into SIW portable and CPU-Z
I found this

My ram frequency's are just ... wat? ahaha.
I'm sure someone knows what to do about this - thanks :)

You're at the mobos default which is normally, need to set the DRAM up to spec (or lower), knowing the CPU would make it a lot easier, but if you have an upper tier FX CPU like the 8350 might be able to run at spec 2133/10) many of the lower tier FXs might be able to run them at 1866/9 (9-10-9-27 or so), other CPUs may be limited to 1600 or lower...Look in the advanced area of the BIOS for a XMP setting or a DOCP or EOCP setting (the auto DRAM setup variants) find that enable it and try at 2133, or 1866 or 1600...if no joy let us know what CPU and we can set them up optimally manually

I Have the FX 8350, I'm going to go hop into my bios and see what i can do

Should be at 2133, can verify w/ CPU-Z it should show 1066 in the freq pane of the memory tab - (1066 x2 =2133 (2132) as this is DOUBLE data rate. (DDR)

Took it a bit to come up, do the same at 2133, then find the CPU/NB voltage and set it to 1.25 (safe) it's you MC (memory controller voltage), if no joy, same at 1.3, if no go there, can try up through 1.4, but if nothing by 1.35 or so would drop and try at 1866 through DOCP, as I mentioned before, not many can carry 2133 sticks, even with the CL10

heres the options i have (on the right you can see pressing "+" changes the value)
what one do i set haha, there is alot (oh and also i tried starting up with every freq and it starts with 1600)
Also added some extra images in case there is something else i should change

* figured out how to use the print screen too!

also PSU is 850w so i don't believe power would be an issue

Do you have the latest BIOS? DRAM voltage is at 1.494 and these are 1.65 sticks, try DOCP at 1866, make sure DRAM voltage is at 1.65

so this is as far as i got.

screwed around with it aloot. i dont know enough about it to understand really what I'm setting so its quite frustrating not being able to troubleshoot whats going on! aha

at one point I set the DRAM voltage to maximum just to see if it would launch with 1866 and it did not (the maximum was like 2.2 or something) also didn't feel comfortable setting them that high not knowing exactly what its doing.
