I'm looking for a CPU to match my MSI gtx 760 in my gaming and video editing PC. Im thinking about the i5 4670 or the amd fx 8350 (I'm not planning on over clocking). My budget is under 250$

If you want no compromise on fps. means no fps and full usage of CPU capabilities. Anything higher than the i7-3770k is good. I play with the i5 2500k 4.5 ghz and GTX 760. I have 10 fps disadvantage against with a i5 3570k. The i5 4670k would be a good choice.
