Hi, I have AT&T U-Verse as my internet provider and I have several questions. First, I pay for 18mega bit speeds and usually get around 13, could that be a result of my location? Second, Ive read that the Modems from AT&T tend to be of poor quality. Would it be worth it if I purchased a separate router? I also play plenty of League Of Legends and am looking to reduce my Latency in game. would purchasing a separate router also help me with this situation?

In many cases you can not replace the att uverse device many people complain about this all the time. Still most the complaints are related to how it handles things like port mapping and such. You could put a different router in front and disable the wireless if that is your issue. Raw throughput of the device tends to be acceptable.
Your game is not coming anywhere close to your capacity. It likely uses well under 1mbit/sec. Your problem is likely is that you are using wireless to play games. Online games do not tolerate packet loss or random packet delays both of which you get a lot of on wireless.
