does a monitor matter in gaming

hello, i am asking if the emerson lcd lc320em3f model will be good for gaming. i found this in my basement and it still works. i plan on hooking it up through this blue looking plug (i'm a noob). it says is 1366 x 768 good enough i am comming from a crappy laptop that played league at 10 fps. is it a good brand. will a r9 270 or gtx 760 run the monitor. is 32 in so is pretty big. if it sucks ill just get 1080p monitor but thats going to kill my budget.

i better recoment you to buy a gtx 750 ti or a r7 265 those cards only cost 160 dollar and can run any game on high with really good fps and about the monitor it matter if you like to see more on your screen but is almost the same from 720p and 1080p but you know 1080p will look better but there is not a really big different if you find this answer helpfull pick it as the answer of the question :D
