my build
I got a few questions though:
1.Is the fan gonna be quiet?
2.Is 16gb ram worth it?

You have a non-K series CPU in a Z87 motherboard which is a bit of a mismatch. Also, the CX series PSU is less that spectacular.

On the build below... Microcenter can save you $40 with their CPU + MB combo deals (same parts for $345). They also offer a good Z87 Gigabyte board for $30 lower (CPU + MB for $320). Microcenter will likely price match a lot of these items as well. Low latency memory, solid disk setup, same case, better PSU, etc...

CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor ($222.00 @ Amazon)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($29.98 @ OutletPC)...

Looks good, but I have one question. You are using a full tower case, why on earth did you go with a Micro atx Motherboard. That case is huge and the motherboard is roughly 9" x 9" > those things are ade to be used in Mini Towers where you have little space. You can use it, but not much space on that motherboard and things wil be kind of cramped.

That looks good. The case is pretty much a personal thing, but you would want front USB, good air flow, and fane options. If the case has that, and you like the way it looks then it is fine. Yo Have a Z87 Mother board which is good for Overclocking, but the processor is locked and can't be OC'd. That is fine, if you like the motherboard, which is a good one. If you decide to upgrade to say an i5 4670k, then you will be able to OC. Your cooler is a good one for that as well.
