It means that that MSI motherboard fits both FM2 and FM2+ APUs (FM2 being the older generation richland and FM2+ being the new kaveri).
It also means that ONLY with an FM2+ APU will you have the speeds of pci e gen 3.0 while if you use an FM2 socket APU it will have gen 2.0 speeds.
However, there is no real difference when using mid - high tier GPUs as pci e gen 2.0 still provides enough bandwidth.

FM2+ processors are capable to get the most out of PCIe . so if you have FM2+ cpu so your pci-e work on 3.0 and if FM2 so 2.0 ...
What happened if I USE this Motherboard but I just have money for a FM2 cpu can I put mY video card in the PCIexpress 3.0 x16? my video card is PCI express 3.0 x16 GDDR5 1GB, can I put this video card in the right slot with the FM2 cpu? that is actually my question

Yes you can, and you will get all the performance there is in your cards (in simple terms) as pci e gen 2.0 speeds are good enough for your card 
Also, PCIe 3.0 is backwards compatible with 2.0.

Ok look I will use a AMD ATLHON X4 750K on that Motherboard, then i will use my MSI Radeon HD 7770 GDDR5 1GB, what I want is to use That CPU that is FM2 in that Motherboard and still put my Video card on that PCi-Express 3.0 x16 slot from the motherboard. that is my question if will work the same if I use an FM2+ cuz I don't want to use the pci express 2,0 because my video card is pci express 3.0 x16

Yup, it will work just fine.
The PCIe3.0 slot will just work a little slower, but it's not going to make a difference. PCIe2.0x16 is still plenty of bandwidth for almost anything.
