Problems booting up ; can't reformat

When I try to boot up, the PC restarts at the "starting windows" screen.
If i try to a startup repair, it blue-screens
If i try to re-install the OS, either it restarts at the "starting windows" screen or it freezes there. I tried booting up at safe mode but no luck.

Can anyone help me with this?
can't give specs but the motherboard is AMD with DDR2 RAM slots
 
Solution
Test the the hard drive with the drive maker's diagnostic software which loads from a bootable CD.
You must download the appropriate CD Image and create a boot CD from it.

Use ImgBurn to create the boot CD from any ISO image file: http://www.filehippo.com/download_imgburn

Then boot your PC from that CD to run the drive test.

Your hard drive may not be the problem, it may be perfectly healthy, but you need to know before looking elsewhere for the cause. The diagnostic test will tell...
