2 gig is enough to run any program your processor can handle . More would be useful for video encoding , large spread sheets and perhaps a few other tasks

The OP was not asking about programs or applications in relation to RAM requirements. Hardware is a separate issue.
You need at least 1 GB RAM for the HD 4650 so 2 GB is plenty.
But your 245-watt PSU is not suitable as it's not powerful enough. You need to replace it with a 400-watt PSU.
