Which of these two builds are the best?

CPU: AMD FX-8350 Black Edition Socket
PSU: Cooler Master G650M, 650W PSU
Motherboard: ASUS M5A97 R2.0, Socket-AM3+
DDR3 Memory: Kingston DDR3 HyperX 1600MHz 8GB
Monitor: Asus 27" LED MX279H 1920x1080
Case: Corsair Carbide 200R
Water cooling: cooler Master Seidon 120M CPU

Build 2:
GPU: ZOTAC GeForce GTX 780 3GB PhysX CUDA
CPU: Intel Core i5-4670K
PSU: Corsair CX 500W PSU
Motherboard: MSI B85M-E45, Socket-1150
DDR3 Memory: Kingston DDR3 HyperX 1600MHz 8GB
Monitor: Asus 27" LED MX279H 1920x1080
Case: NZXT Phantom Big Tower white
Water cooling: No water cooling system, but I can add if it's neccessary. Is it?

My aim is to play games like crysis 3 and bf4 so which one should I choose?

The second build, Intel + Nvidia > AMD any day of the week :) Yes the R9 290X is a slightly better card but Nvidia are always best with Drivers, Updates and Features. Processor wise, the Intel is a much better CPU than the FX 8350, number of cores doesn't matter in this case.

Intel and Nvidia is good build but 500w power supply is very little for this system
You dont need water cooling unless you are doing high OCing. Hyper 2012X would be nice. Change PSU and it will be good build for new games.

1, No I won't overclock, i'm a noob at this and i've heard that you pretty much need to be an expert to do it. Maybe if I look more into it, I don't know. Would I need to overclock this?
2, I really don't want to spend more than 2700$. I was hoping for 2520$. But the thing is i'm buying from another country so the prices here are probably different. Heard my country has one of the highest prices for technology.

Minimum Recommended System Power for GTX 780 is 600W but i recomend you buying good 750W PSU from Seasonic or Corsair, money is quality when buying PSU. 750W will give you some overhead for future overclocking or adding second GPU for SLI.

But which one's the best? I also changed the motherboard to a MSI Z87-G43, Socket-1150 on the second computer since someone said that I should really choose that instead. So I guess i'll go with the 2nd build then

I wouldn't go with an MSI motherboard, go for a Gigabyte or ASUS board as they are the best mobo brands.

So long as the PSU is Corsair you can't really go wrong.

I'd also go with an EVGA GPU as Zotac isn't the greatest brand for GPUs.

The Kingston RAM is good, the monitor and case are good. And no, you don't need water cooling in that setup, just get a CM Hyper 212 Evo fan for the CPU if you're going to overclock.

Both are good PSU but Corsairs HX and AX series is newer and they are modular PSUs, but that costs extra money. You cannt really go wrong with any of these PSUs from Corsair.
