Have you watched your processes in Task Manager when this happens? What are the rest of your PC's specs?

Do you have anything blocking airflow, or have high temperatures? The SMART series has a temperature sensor to determine fan speed, so you may be getting fluctuating temps in the power supply.

Is there plenty of clearance between the floor and the intake? If so, it sounds like you may have just got a bad fan/sensor, and might need to replace it :(

It won't cause any problems if the fan is just spinning faster. The SMART series has the necessary fail-safes in case it does fail, too.

The power supply doesn't have anything that runs on the computer, so if you're seeing weird programs or processes that may well be your problem.

Thermaltake makes very poor power supplies , I would replace it anyways.
