Windows 8 Problem - Made System Crazy Slow Even Using Boot Disks

Windows 8.1 update made my computer slower than I have ever seen a computer go. The really strange thing is that it is slow even using a boot disk and removing the hard drives. All the hardware checks out fine.

Previously, and update made this happen. I was able to roll back the update and problem solved. Windows 8.1 cannot just be removed, so I went to reformat. Win 8 and Win 7 boot disks are SUPER slow too (even just getting them to load the menu), and give me errors when I try to install. I have even removed all the hard drives and it still is slow.

I can't explain this one (and I have been in IT for years).
