Well my friend would want a good gaming pc his budget is 1,000 right now but in the future he will upgrade. His planning to get a really good cpu at first and 2-5 months later he will buy a great graphics card with it.
He will be playing lots of games he will do twitch alot and be on youtube.
All he will do is just game
He dosent know which one is better intel or amd for live streaming and everything
All he needs is the built no monitor no keyboard
 
The 8 cores in current AMD CPUs seem to help with streaming and capture. But I've also been imporessed with capture software like Myrillis Action that can leverage Intel's QuickSync feature.

It will depend a bit on which games you'll be playing/streaming and also what software you will be using. If you have games and software that can use QuickSync and HyperThreading, go with a good i7. For others like X-Split, FRAPS and MSI Afterburner the FX 8350 has been wiorking very nicely for me.

Some other considerations:

Have a 2nd hard drive that you keep clean and don't use for installs or swap that can be dedicated to capture and editing.
Don't do crossfire or SLI on the capture rig. FRAPS and MSI Afterburner don't like it and actually perform better with a single GPU. I turn my 2nd GPU off when capturing.
