which processor (the celeron g1620 or athalon 5350) is faster in games and will provide the most performance out of a discrete graphics card? also, if i get the Athlon can i crossfire it with an amd graphics card?
The celeron is faster. You really should be looking at something current gen, and preferably i3 minimum. Even a pentium G would be better, and not much more in cost.

You are looking at an ivy bridge celeron and a sandy bridge pentium. The ivy bridge is a newer generation chip and is a bit faster as a result. You should be looking at current gen Haswell parts like the Pentium G3220. At least that way, you will have an upgrade path to a better CPU later on.
Honestly the Celeron would be alright for basic gaming. I have an old Celeron G530 and whenever me and my cousin want to play some sort of new game, the G530 (paired with a Radeon HD6670) runs very smooth and cool.
As above, those are last gen parts. If you want to be able to upgrade, then you might want to pick a socket that is upgradeable.
