Extreme Stuttering With MSI GTX 770

I upgraded to a GTX 770 from an MSI R9 270X (Which also stuttered) hoping that the new GTX 770 would fix the problem. NOOOOPE. I honestly think it is the power supply but im not quite sure. My GPU runs at top peak but I dont know how to test my PSU. My CPU get great temps. ALWAYS under 40 c. I dont know what to do. My friend has a GTX 660 and it is more enjoyable to play on his pc. For me when a game drops below 60 fps I can fell stutter. Please help me!

SPECS:

Motherboard - Asus M5A97 R2.0
GPU - MSI GTX 770 2GB Gaming Edition
CPU - AMD FX 8320 (Stock Clock)
RAM - G-Skill 4x2 (1866MHz)
LIQUID COOLER - Cooler master Seidon 120v
PSU - Raidmax Thunder V2 735 w

I got the same card with i5 4570, asus h87 pro and XFX core edition 550watts.
I stutter only a little in MMOs, but then again they are cpu instensive and connection is a big factor too. Single player games never stutter.
If you want to check the bad psu scenario just ask your friend to bring you his PSU and check if that works.
