Yes, you do need the Microsoft Updates.

It sounds like an issue related to your video decoding.

1) Do you have the latest video drivers installed from AMD/NVidia/Intel as appropriate?

2) Can you play OFFLINE high-def video?

3) Can you enable Hardware Acceleration for Youtube?
(right-click the video and see if an option pops up)

4) Monitor your CPU usage in Task Manager-> Processes (CTRL-ALT-DEL..)
- if your CPU is too weak to handle the video you'll see it hit 100% usage likely at least on one core.

Other:
For watching off-line videos I use the K-Lite Codec Standard pack. If your CPU is relatively weak then enabling hardware acceleration will offload work to the Graphics though it must support that or you can get weird GREEN or other artifacts appearing.

You can enable/disable hardware acceleration in the video player (WMPC-HC) that K-Lite installs under: Options-> Filters-> Transform Filters

For example, MPEG2 is for DVD-Video and some BluRay movies usually. H.264 is becoming most commong, and VC1 is rare.
