slow download speeds on only 1 pc

my main gaming pc gets slow download speed; around 5mb download on speedtest. all other devices get around 28mb download, 5mb upload and 15ms. on gaming pc the ping sometimes goes up to 33ms. the upload goes as low as 4mb. its the download im mainly concerned about of course. i have tried lots of things:

changing from wireless to wired. i am currently using wired, it made no difference at all.
cleaning registry.
performing full system scan on antivirus.
disabling windows management instrumentation service in msconfig.
updating intel lan drivers

i am running windows 7 64 bit. when i say im connected through wired, its through a powerline adapter. the powerline adapter works fine. i just know it does. because my old computer worked with it fine at fast 28mb speeds. im pretty sure the problem is something with my computer. i have tried updating the intel lan drivers... which made no difference.

i tested on speedtest.net, my laptop is using wireless and the ping on speedtest is pretty much always 15ms.

also when i started up my computer today the lan driver wouldn't work so i reinstalled the driver... which did nothing. then i re-enabled my wifi card... and used wireless connection. and i got 15ms, 18.09 download, and 5mb upload. yeah its better but its still way off the 28mb i just got on my laptop (i usually get 28mb all the time). something is clearly wrong. if anyone knows please help. thanks :).

i know i got faster on wireless but honestly its NOT the adapters. if i keep restarting the test on desktop it gets higher and higher. but if i stop doing it for a while it goes slow again. downloads are always slow. the same things happen on wired.

i moved my laptop to the same room my desktop is in when i did the tests. we're about 5m away from the router but thats going through a wall, and this room used to be a garage so it might be a thick wall. nevertheless i get 4 bars on desktop and 4 bars on laptop (out of 5). i think the problem is something with the computer.

When you are talking download are you talking about wan or lan. If its wan you isp than depending on your service and the plan you have. The ping doesnt really matter on you interent speed it has to do with your location and where the server but 15-30 I can tell you is really good same with your up/down speed unless you have a service of 10up 50 down than ok. Please give us more info about your internet service ok .
