Need help regarding choosing budget graphics card>>>>>

I am really new to tomshardware.Infact this is my first question here in this site.I am planning to buy a brand new graphics card;but really confused among :
1.)SAPPHIRE AMD R7 250
2.)GAINWARD NVIDIA GTX 650
Please explain in detail the better among the two regarding gaming performance.
Should i opt for zotac gtx 650 or gainward one ?
My rig specification is:
Intel core i3-3220 PROC
4 GB DDR3(1600 MHz) RAM
1TB HDD
ASUS H61M-K MOBO
DELL 18.5" SCREEN
Note: Whichever the verdict i should be able to play latest games eg(battlefield 4, nfs rivals) at 720p.So please provide good support......Thanks in advance.

Of the two, the 650 is better.. But I wouldn't buy anything from Gainward. Get a more trusted brand like Asus or Gigabyte. You should be able to play games at 720p. The only possible problem would be your power supply. 650s have a minimum 400 watt requirement

I personally like Nvidia because they have whats called the GeForce experience that is very helpful. It can optimize games based on your rig and with the GTX 650 you will be able to use shadow Play which is a Video Recording system that doesn't reduce proformance like fraps, plus it gives you alerts when there are new drivers out for your card that can specifically increase performance for your games

Thats true.But the thing is amd r7 250 is a new card with 'mantle' technology and alot more ,while the gtx 650 is an older card.So wouldn't the amd recieve much better,new driver updates than the gtx ? Also amd is a bit cheap...So the better one ?

Because when I hear GPU manufactured by a company I've never heard of, that is a red flag.. Their customer support/warranty might be sub par, and the card itself might be defective.. Everything could go perfectly of course, it is just always safer to pay a little more and get your hardware from a high end company.

Get a Geforce GTX 750 great budget offering,does not require additional power connectors too or if interested in AMD R7 250X will do fine though it requires a 6pin power connector,its power requirements are not substantial,even a 400W PSU will do fine.

I wouldn't go with the 650 in this day, go with the 750 or 750ti instead.
It has much better performance and lower power consumption.

Also, the price isn't so far off, and you won't have to change your Power Supply as long as it is over 300W.

I can't extend my budget to another 3k.....So please tell me the better among the two with detailed specs.

Just go for GTX 650 then. Its far better than R7 250.

As i am a noob can you please explain your answer in a bit detailed manner...like comparing the specs to see which one's better.Also please mention about both their gaming performances...
Note: I would like to play latest games atleast in medium settings....

this is just theoretical aspect.

In actual R7 250 is meant to compete GT640 or Radeon 7730. While GTX650 is quite a strong card similar to R7 250X or but 15-20% slower. (Or say like Radeon 7750)
So it wont be a trouble playing anything at 720p even in mid-high settings.

A small doubt......Nvidia gtx 650 supports directx 11.1 and open gl 4.2 whereas amd directx 11.3 and open gl 4.3...So will it give amd r7 an advantage over gtx 650 ??

None in particular. 650 Supports DX11 too, and most games use DX9/DX11. So don't worry about it. The support version is more about compatibility then performance.
