it is a bit of hardware built into the gpu. you need specific software to take advantage of it but the transcoding time is the fastest around and the quality is better than any other gpu transcoding job.
transcoding of course is taking one video format and turning it into another. i used to use it to compress a raw fraps file into something much smaller before i upload it to youtube. it is very good.
i cant remember which software takes advantage of it offhand but google would reveal that for you
