Are these components good for a Gaming PC and will these fit.Would I need more cooling if I am over clocking.Is the PSU enough?
Is there something I should know? First Time builder and first time PC Gamer.(Usually console)

That PSU is enough, really nice one too. It's all compatible, and will fit in the case just fine. Everything is pretty much exactly what I would suggest, though 16gb isn't exactly necessary. 8gb will be plenty, but if it's in your budget, I don't see why you shouldn't get it. That is a very nice build overall, and should max out any current game.

As already stated you dont need that much RAM for gaming .

You also shouldnt buy RAM of that low quality . Frequency is important and higher is better but when the timings [ latency] are that large the increase in frequency is more than offset

1600 Mhz 9-9-9-24 or LOWER , and 1.5 volts or less
 
That RAM is fine, CAS latency will not affect FPS at all, though neither will frequency. I think he's going for a red setup, too, look at the case. That RAM is fine, sure there's better, but you won't notice the difference, and that does look a lot nicer than most.

Will I need any more Fans or are the Phantom stock Fans enough with the CPU Cooler?
If I need more which would you suggest.

 
While it should be sufficient, extras will improve your cooling. I would look for any 120mm fans with 80 or higher cfm, but under 25dB. You can sort by these options on newegg. Any fan that meets those specifications is a good fan, generally.
